A single Puppy Mill run by a cruel middle aged man by the name of Kunio Matsuzawa resides on the far side of Ohu. Mr. Matsuzawa owns acres of land and it is there that he hoards any canine he finds and breeds it for cash.
He has a large, sturdy shed, much like the one Hougen and Genba were once trapped in, and locks a bunch of young dogs in there for a months with a decent supply of food and water so they don't eat each other.
